  5.     Northern Ireland's 20 years of violence have produced
  6. instances of breathtaking brutality, but last week the Irish
  7. Republican Army reached a new low when it turned innocent
  8. civilians into human bombs. Seven persons were killed and at
  9. least 36 injured in synchronized dawn attacks, when two
  10. explosive-laden vans blew up at British army checkpoints near
  11. Londonderry, in the northwest, and Newry, in the south. Their
  12. drivers, one of whom survived, had been forcibly strapped into
  13. their seats.

  15.     To ensure that the vans were driven with their murderous
  16. cargo into the checkpoints, British authorities said, I.R.A.
  17. gunmen held the drivers' families hostage in their homes, while
  18. other I.R.A. men followed the vans at close shooting range,
  19. veering off just before the explosions. A third human bomb
  20. intended to blow up simultaneously at a British army barracks
  21. failed to detonate. Said Northern Ireland Secretary Peter
  22. Brooke: "It is hard to imagine anything more evil."
